Urban Format Ideas (Could this work in Phoenix?)

Should KNRJ stick with the classic hip hop or become a current based urban format with some old school specialty shows? Do you think it would be better if 99.3 KNRJ flipped to one current leaning urban format with a touch of rhythmic & hurban with some old school specialty segments dedicated to classic hip hop and slow jams at night? And do you think that new 99.3 KNRJ format I'm suggesting could work on Power 98.3 KKFR while 99.3 tried a new, different format?
 
With the market demographics Urban may not be a viable format hole. Classic Hip Hop 24/7 would seem to target the Phoenix demos more effectively. On the topic of formats however and in your hypothesis of 99.3 trying something else, anything that were to bring back ENERGY ARIZONA would be good...even an HD2-to-FM relay or AM-to-FM relay.
