US Stations Targeting Canadian Audiences

They don't necessarily spend a majority of their time broadcasting from Canadian studios, but a large amount, if not a majority, of viewership and funds for PBS television stations Buffalo/Toronto Public Media (WNED-TV) and Prairie Public Television (KFME-TV, etc) originate from Canada.
WPBS (nee WNPE)/WNPI in Watertown, NY (on cable in Ottawa) and WCFE in Plattsburgh, NY (on cable in Montreal and through much of Quebec) would likely go under if not for financial/underwriting support from Canadian viewers.
Detroit's WTVS (in a border market to begin with) gained a nationwide signal footprint when it went on the Cancom satellite in the mid-'80s and contributions from Canadian viewers no doubt helped keep them stable. I used to be amazed that they'd mention getting pledges from places like Alberta and Nova Scotia whenever they did pledge drives.
 
On the radio side, 99.5 Yes FM broadcasts from Sault Ste. Marie, Michigan, but has been targeting the much larger Sault Ste. Marie, Ontario, market with a CHR format since 1986. Their success helped bring down the market's incumbent AM CHR, 920 CKCY, which went dark in the early '90s. Yes FM was even a reporter station to Canada's RPM magazine.
 
It really doesn't matter which side of the border a station is on. If it has the listeners (from Canada) and merchants get a response to advertising bought on an American station, then the deduction you can't take doesn't matter. Also consider Canadians, like Americans along the border, are more likely to fairly frequently visit the neighboring country. So there's the opportunity to gain customers for American businesses (especially food and entertainment).
