Use WMSS Down-time?

With school budgets always being strapped, I'm surprised WMSS (Middletown School District station) doesn't barter the airtime to WITF (or another public broadcaster - but hopefully not a religious gig).
WYPM (news-talk channel of WITF only available on WITF-HD2 in the capital area) for example needs
a boost in this area which 91.1 could provide.

Regular listeners to WXPN hear the "90.5 WKHS Worton-Baltimore callsign" and can probably guess that WKHS is a high school station relaying WXPN during their downtime.
