V-98.7 TRANSLATORS

I was just wondering why V-98.7 has two translator's. I was just on radio-locator and I noticed that they are the only station in Detroit
that has two translator's. I noticed WCRZ has one, and it makes sense since they are out of Flint. My question is this, does V-98.7 have
signal issues in the areas of those translator's? If not why do they have two which seem to be in their primary coverage area? I am
not in Detroit so I'm only looking at maps on radio-locator, and I know sometimes they don't exactly match the ground conditions.

The 98.3 FM V 98.7 FM translator was taken off the air because it was causing interference here in Michigan to Tower 98.3's signal in the southern Detroit area.

I believe that's why that translator was discontinued because probably a lot of people complained about it, and who knows maybe Tower 98.3 FM complained to the FCC because the 98.3 FM Translator in Detroit rebroadcasting V 98.7 Smooth Jazz was shortspacing Tower 98.3 FM's signal coming out of the east side of Toledo, Ohio.
 
98.7 AMP Radio is now playing on the V-98.7 Translators

You can now hear 98.7 AMP radio on the 102.3 FM translator and the 106.3 translator.

It would have been cool if they continued the V-98.7 translator at 98.3 FM which interfered with Tower 98.3 FM a Top 40 station in Toledo, cuz now V-98.7 is now also Top 40 like Tower 98. I wonder what cumulus broadcasting would have thought about another Top 40 owned by another company going over there signal in metro detroit, and would people complain like they did and got the 98.3 translator shut down playing Top 40 like they did with it playing smooth jazz.

If we had the V-98.7 FM translator still running at 98.3 FM we could have a 98.3 FM with Top 40 format playing here in metro Detroit just like it is in Toledo, Ohio.

I note on the FCC FM Query that both translators are licensed to the Educational Media Foundation. (EMF) This is a religious outfit that runs the "K-Love" and "Air 1" religious pop and religious rock networks, along with a large pile of non-commercial FM stations.

I strongly suspect:
- The translator permits were not applied for with the intent of carrying V-98.7. They were intended to relay an EMF-owned station, probably WAKL 88.9 Flint.
- The WAKL signal at the translator sites was not strong enough to be used for rebroadcast. (WAKL is only 380 watts, and it's first-adjacent to a powerful Windsor, Ontario station)
- Translators in the 92-108 band must use off-air reception for their program source - so EMF couldn't feed the Detroit translators by satellite.
- They plan to use other translators, located between Flint and Detroit, to relay the WAKL signal to the Detroit translators.
- Those other translators are not ready to go on the air.
- The Detroit translator permits were about to expire. EMF had to put them on the air to avoid losing the permits, but couldn't carry their own station because they couldn't get an adequate signal until the additional translators are ready.
- A deal was reached to carry V-98.7 temporarily.
- Once the other translators are complete, the Detroit translators will be switched to carry WAKL.
