CITV was Independent at the time. It didn't join Global until 2000.
 
Some oddities:

The only CBC station this cable system carries is a privately-owned affiliate, CHBC Kelowna? Usually if a local privately-owned CBC station is carried, the cable system also carries the provincial CBC-owned station, in this case CBUT Vancouver. I'm sure CHBC ran only the CBC shows it had to, while CBUT stuck with network shows all day.

For CBS shows, this was the three years that KIRO-TV left CBS for UPN affiliation. So to get CBS programming, this cable system picks up KSTW Tacoma, which was the CBS affiliate for Seattle those three years. You'd think this cable system would also carry KIRO-TV too.

For NBC shows, this cable system carries KOMO 5 Seattle. For some reason, it also carries WDIV 4 Detroit, which runs NBC shows three hours earlier. But that's the only U.S. network picked up from Detroit, which is available via satellite. It didn't carry the Detroit CBS, ABC or PBS stations.

For Fox shows, it doesn't carry KCPQ 13 Tacoma. It carries KAYU Spokane. It's the only Spokane station on the line up. I wonder why?

This cable system only carries three French channels: CBUFT Vancouver, plus TV5 and RDI (Réseau de l'information). No CFTM Montreal (TVA), no Musique Plus, no RDS (Réseau des sports).
 
For NBC shows, I meant to say this cable system carries KING-TV 5 Seattle, in addition to WDIV 4 Detroit. Only NBC shows could be seen three hours sooner. No other Detroit stations were carried.
 
RDS and MusiquePlus were Execlusive to Quebec and parts of Ontario and the Maritimes and CFTM Wasn't added to TV Guide outside of Montreal until the Mid-Late 1990s
 
I guess most French stations were not available west of Ontario. You'd think in a bilingual country that more than just SRC, TV5 and RDI would be required on Western cable systems. But I guess the commercials that ran on TVA, Musique Plus and RDS were for advertisers only in Quebec and nearby markets.

You mention TVA being mandatory. Which Canadian networks or stations are, indeed, mandatory to be carried all across Canada? I didn't know there were any "mandatory" stations, though I can imagine the CBC would be.

Strange that they don't require the main CBC network (nor SRC for that matter), in that it is Canada's public broadcaster and is not available OTA in some places, such as Thunder Bay ON.

What is "special" about TVA that makes it mandatory? There are other French-language networks.

Their old "shapes" logo is basically the same as that of CTV, same idea anyway. Were they once commonly-owned?
