Victory 92.7 off air?

I was flipping through the dial earlier in the week (my geeky passtime) and noticed 92.7 WIJV is off the air. Checked again today and it's still off. Their translator at 107.3 still has a signal, but just garbage for audio. Looked at their websites and no news of this. Just curious if anyone knows.
 
I wondered about this too. I noticed on Sunday that 92.7 was off and 107.3 was broadcasting a mixture of static, WUOT, and WKCS. Now it seems to be static, WUOT and WDLF. It would be great if this was a transition and 92.7 went back on the air as something other than Christian or country. A revival of WLSQ would be nice. ;D

They have got to be oblivious as to what is going on. On their Facebook page, two people (only two?) have posted on the wall wondering where the signal is. One lady says it's her favorite station and she listens all the time. And the other post is by a guy who says he only listens because it's the only signal he can pick up! And in between these posts, the user "Victory 92.7" goes on as normal and keeps posting "Song of the Day" information as if anyone can even hear it!
 
If they are doing tower or transmitter maintenance, you'd think their website, live stream or sister station would indicate that! I guess those 2 people that listen will have to wait or purchase an iPod ;)
 
They're back on-air this morning on 92.7 but still nothing on the 107.3 translator. That's over 2 weeks off-air and no explanation. If you are them, why not explain? Just odd.
 
I am sure the regulations have changed, but at one time radio stations had to have a “Control Point” where a FCC inspector or the public could, during regular business hours, check to see if you had a public file. Plus the FCC has to have the ability during regular business hours to check your EBS or now EAS system. Where is WIJV’s? I believe the public file had to be at least “in the coverage area” if not the City of License. Harriman is not that big.
 
Even though WIJV is licensed to Harriman, its tower is just off I-40 at the Oak Ridge/Gallaher Rd. (close to Kingston) exit and their studios are in a church on Cedar Bluff Rd. in W. Knoxville. My guess is they are pet project of a church member.
 
That member must have a few bucks lying around. They paid $500k for the AM and $1.2M for the FM. The public inspection file can be kept at the local Public library if memory serves me correctly.
