Video quality of WSB-RTN vs. TV Land

I am a Hogan's Heroes fan. I have been recording episodes from RTN (Comcast 248) and TV Land (Comcast 65 digital). The TV Land video is far greater quality than RTN. Hogan's Heroes was one of the fiew comedy series that was filmed on 35 mm film. Why is RTN video quality so bad?
 
All of the local RTN feeds (including WSB-DT 2.2) are switched out of Equity's "CASH" hub in Little Rock, AR. It is a centralized MC that has the capability of switching hundreds of stations. The technology they are using must compress the signal heavily to get as many feeds onto one satellite transponder as possible (which is how it is delivered to the local stations).

Whenever WSB-TV gets around to inserting local programming onto 2.2 from their 1601 West Peachtree Street studios, there should be a day and night difference in picture quality.
