Virtual Channel Designations

I wish that Channel 5 would use one of their subchannels to carry Scripps News. It would be nice to have a 24/7 news channel on broadcast TV. I know that it is on Channel 23, but they are not easily received in parts of Greater Cleveland. Scripps owns channel 5, so what's the problem?
They probably don't want to light up another sub for Scripps News on WEWS. I probably would have preferred it instead of Defy (formally TruReal) on 5.4.

In markets like Cleveland where a Scripps and Inyo owned station exists, the Scripps networks are spread across the two, and HSN & QVC are duplicated on both stations for additional revenue. However, they don't take into consideration if the transmitters of the two stations are located in completely different areas or directions. If this wasn't the case for us, we could have expected WEWS to carry most, if not all of the Scripps networks, but then the picture quality would look pretty bad carrying 10 subchannels. (WEWS/ABC, Grit, Laff, Defy, Bounce, Court TV, ION Mystery, HSN, QVC, Jewerly).

NewsNet would be great for the Cleveland area, but unfortunately it is stuck on WIVM-LD, WIVD-LD and WIVN-LD, covering the Akron/Canton area. Their former WIVX-LD station, now owned by NewsNet's parent company, doesn't count, as hardly no one can receive their RF 13 broadcast due to a number of factors.
