The list is endless:ad agencies,litigation services for their video depos,school districts,universities,etc.

First thing you need is a really great demo.
:60 for commercials and/or :90 for narration. 5 or 6 elements per demo.
Then you can shop the talent agents in DFW to see if anyone is interested in repping you.
If no one is interested in repping you, perhaps you should consider not being a voiceover person.
