Volunteer Monitors?

Is this just for reporting errant amateurs, or can they report FM translators which are running well above licensed power and modulation limits? Recently, a Michigan station was observed operating from an unauthorized "STA/"Booster", more than 25 miles from the licensed main facility. Many translators have suspiciously large service areas. I've wanted to get FI meters and Spectrum Analyzers to check this , but it would be too expensive to justify the cost without a monitoring group. I think these facilities have their place, but they need to comply with their licensed facilities and modulation levels.

This particular plan is for Ham Radio, and works through the ARRL. It replaces an existing plan for tech assistance.

The one I proposed was to assist in interference control, primarily. It was also an inquiry about having training available for volunteers, and allowing them/us to borrow certain test gear (when things got tough) from the FCC's "stash" of vehicles and gear that are located in various cities, and are available for their Tiger Teams.
Volunteers would use their own equipment when possible, and would act as a first contact to verify some points of a complaint. The FCC could then do the official stuff only as needed. I guess the FCC could ask someone to take a quick look at alleged illegal broadcasters, but they would still need to do an investigation with their own engineering staff.
