W264BW 100.7 FM, Norwood, OH

Just heard it for the first time yesterday. Came in listenable in Price Hill, and near the top of the Cut in the Hill, then WEEC in Springfield OH battles it out.
Does WORI 90.1 not come in well at Xavier University or something, or is this translator "parked" for something else? Or, is Air1 just another spectrum hog? (Stupid question)

If a 100.7 can be on at Xavier, could it not have been on in downtown instead?

Not sure if W245AJ-FM 96.9 Forest Park, Ohio is on yet... but according to Radio-Locator, it already has plans to move
