W288BM - 105.5 translator

Is this translator on the air? This is 105.5 in Atlantic Highlands, supposed to relay Hit 106.3.

During this tropo opening, Hit 106.3 is being beaten up by WFAF and Hit 106.5 is staticy and WBMW is interfering with it.
 
Per FCC, this translator is rescinded, so it's basically just sitting there, although there are periods where Hit 106 came in on 105.5. Then again, I'm literary two miles from the WHTG stick.
