WABC on 101.7 in Albany?

So how long has this been going on? WABC's webstream is being rebroadcast in Albany's west end - signal decent in the vicinity of Central & Colvin. Obviously a pirate only running a watt or two... but I'm kinda surprised the radio geeks here haven't noticed.

My next question would be: who would waste the time & resources to retransmit such a middling talk station from out of town?
 
How do we know it's their webstream? Are the local commercials replaed by spots voiced by the same awful Tom Leykis-sounding fellow?
 
Simple, spots do not match the local NYC ones on 770 AM, and there's about a 3 minute delay between 770 & this pirate.
 
It kinda sounds to me like someone is running a mini FM transmitter... the same kind used to "plug" an iPod or CD player into your car stereo.
 
If so... it gets out pretty good - about a 2 to 3 mile range on this signal.
