Wait a minute...¿what's this?

I went dial hopping today and noticed a station at 94.5 playing jazz. There's an announcement saying they are testing the 94.5 frequency with 2000 watts. A phone number is given if the signal is causing interference. I don't recall seeing anything being licensed to Ottawa for 94.5 ¿Could it be Industry Canada, or the CRTC seeing if the frequency is suitable for use? 99.7 and 101.9 still haven't been decided yet, so what's the deal with 94.5?

The signal is excellent, no fading and even the less sensitive radios are getting it without the bleedover other stations are suffering so it's a local.
 
Apparently the 94.5 signal is under going 'independent' testing by the CRTC. Frank Torres, who was awarded (and then rejected) a licence to operate 101.9 DAWG-FM, suggested 94.5 as being a third alternative channel, to help sort out the current mess caused by the demand for a French language community station.

Isn't it just a tiny bit Ironic that a company FROM Quebec (Astral media) is highly supportive of an english language station on 99.7 FM at a time when there is outcry that there aren't enough french language stations on the dial on Ottawa?

Although Quebec based, Astral's roots are (and continue to be) Anglo/Jewish. Being Canada's largest radio broadcaster, I don't think whether or not Ottawa has enough francophone stations, is an issue for them.
