Walrus 105.7-English speaking permit?

I'm a member of Club Walrus and just got the following email from them:
We're very excited at our Sorrento Mesa Studios. We've gotten our English speaking permit. On behalf of all of us here at 105.7 THe Walrus thank you for the e-mails, letters and phone calls. We owe this to our loyal listeners and we'll do our best to make listening as much fun as it's always been.

What is the english permit they are talking about and how does it relate to the station?
 
well the station runs promos in Spanish, and has the Mexican National Hour. So its more of a Span-glish all Beatles/ Classic Rockish station

No, it was Spanish, the official national language of Mexico, when the station came on as La Pantera. To broadcast in a language other than Spanish requires a permit... and that includes stations broadcasting in any of the indigenous languages spoken by nearly 5,000,000 people in Mexico.

Also applies to Z90.3 and Magic 92.5, it cuts off an hour of Art Laboe.
 
Art Laboe retired 5 years ago they just keep running re-runs from the 70's LOL. I wish Magic would dump Laboe and do more of Xavier the X man's Sunday night oldies show!!
 
I'm confused about them getting their English speaking permit. Weren't they already in English? What he may be referring to is the 325B exclusion permit that allows them to send programming to a foreign country over a common carrier with the intent of broadcasting it back to a U.S. audience. 91X got around that initially by prerecording it's shows and sending down 10" reels of tape for playback, then we actually built a studio at the TJ transmitter site and sent the jocks down there. It wasn't until several years later that they started using satellite delivery from the U.S. studios. The 325B exclusion permit is required for any station sending programming across the border for transmission back to the U.S. It used to be a big deal to get this, but apparently the FCC just hands them out like candy now. I believe you have to renew them every year.

A 325 B is required to relay programming across a border for retransmission there. That means that the US studio, whoever operates it, has to have a permit to relay over a border. That's a US restriction.

On the other hand, Mexican stations have a requirement from the Mexican Government to obtain a permit to broadcast in a language other than Spanish. Since this particular station came on the air as a Regional Mexican format under the name of La Pantera, they had to get an "english permit" to change to the new format when that happened.

Scott, Art Laboe is very much in charge doing a show on Magic that is fresh -- new stuff. I met him last year with Shotgun up in la LA ... what a treat. He continues to work the magic across California and beyond.
 
"The Walrus" is making such a big deal about it, and it's only a yearly renewal? They've been in English as long as I can remember.

Since this topic came up on another board here, what time do the Baja stations run the Mexican National Hour? I gather 10 PM Sundays is a common time, but do others run it at other times? Are any stations still running poor quality audio of it?

La Pantera was axed and The Walrus began, I believe, on February 2, 2006. So that would be a few days over 5 years... which seems to be an eternity in radio today.

Back in the days of Victor Diaz, most of the English language TJ FM's ran the National Hour at 10:00 on Sunday night, and the National Anthem usually popped up on XHRM around Midnight at least once a week (maybe Saturday night/Sunday morning).

However, while 91X and The Flash were playing the National Hour, Z-90 would always be pumping out the jams. Did Z-90 bury it at a different hour, or is this (like their legal ID of "zeta noventa, Baja California Mexico" instead of spelling out X-H-I-T-Z) one of those cases of Mexican watts being different from other watts? ;)

And, what's the rule with playing the National Anthem? Or was that just a XHRM thing?

Jammin'Z90 played it later... Even with the old California Rock And Roll Hits Jingle at the end.
 
105.7 The Walrus went on the air @ 9am on April 15, 2008 (the first 2 songs were "I am The Walrus and "Tusk"). Prior to that ,105.7 was a simulcast with XX 1090 Sports. The Padres Baseball games(pre and post game as well) continued to be simulcast on 1090/105.7 through the end of the 2008 MLB season.
 
Either way, 105.7 has been in English for years, either with oldies/classic hits or sports.

Why are they making such a big deal about getting an English-speaking permit? Was there some doubt they'd receive a renewal?
