Was there ever a Blackout Rule for the Raiders when they were in LA?

I noticed the Oakland Raiders is most famous for pusing the most Blackout games in the NFL than any other team. I noticed I get to see all the 49ers games and SD Chargers games but not the Raiders games because of attendance issues.
When LA had the Raiders were the games Blacked out and diverted to SD Chargers games SF 49ers and LA Rams. All I know is that LA Raiders and LA rams left the southland around 1994-1995 season?
 
If I'm not mistaken, Al Davis sighted the Blackout rule (ironically) in his return to Oakland in 1995. He complained for years that he couldn't sell out the massive LA Coliseum, which resulted in blackouts, which he claimed to create a cycle in which new fans couldn't be created and existing fans couldn't be enticed to the games because their local team was never aired on television.
