There are no prohibitions to Congress funding non-commercial broadcast facilities. Especially as identified by the Public Broadcasting Act of 1967.
By your interpretation of the Constitution, Medicare and Social Security should be repealed. You won't get much support for that.
But there are three branches of government. Checks and balances. If any branch exceeds its power, the others have the power to intercede.

LPFMs are built by churches, by people who form a not-for-profit organization... even if it a bit of a sham corporation... but I fail to see where pork flows in LPFMs.
