MIXED SIGNALS: WBLQ SEEKS TO MOVE TOWER AFTER BEING CROWDED OUT BY L.I. STATION

WESTERLY - It's a signal that WBLQ has to change its antenna location.



The antenna that services local radio station WBLQ will be moved from the intersection of Routes 216 and 3 in Ashaway to the Ashaway Fire Station to temporarily improve the quality of reception at the nonprofit 100 watt station which broadcasts from the Dunn's Corners area, the station's owner says.

The radio station recently changed its frequency from 88.1FM to 96.9. A permanent resolution will mean yet another frequency change, according to Chris DiPaola, owner-operator of the local community radio station since 1997.

DiPaola said, "Hopefully moving the antenna to the nearby fire station will make it temporarily better."

The trouble surfaced after the WBLQ frequency changed to 96.9 - and a signal from an eastern Long Island broadcasting station, using the same frequency, began overriding the local signal and interfering with reception in some parts of town.

"The Federal Communications Commission figures we're far enough away from each other but at the same time it's coming across the water," DiPaola reported.


"Maybe you can get (WBLQ) OK at your house, but away from the station, going toward the beach especially, it's troublesome," DiPaola said. The Long Island station moved from its 96.7 frequency to 96.9 to better reach listeners in the Nassau-Suffolk area, DiPaola said.

DiPaola contacted the FCC and was told he could apply for a modification of his license.

"They're only looking at it because of my situation. In other words somebody new can't just go in and apply for one of these licenses," DiPaola said. "They're considering it to be, even though it's a change of frequency and location, to be a minor amendment. Unfortunately it means switching frequencies which the FCC told me could be a four-month process, maybe longer, but not much longer. But the up side is that it means much better coverage."

In the meantime, DiPaola said he would "do what we can to improve it."



WBLQ still owns the 88.1 frequency and leases it to a non-profit corporation that features contemporary Christian hits in order to maintain a stable source of income without having to depend entirely on the station's benefactors.

Station officials are also restructuring underwriting policies for the broadcast outlet on the 96.9 frequency to improve its financial footing, DiPaola noted.

Ironic... the day I heard the news that the Long Island 96.7 was moved to 96.9, my first thought was interference to WBLQ. I am saying this without much inital thought, but perhaps WBLQ can do the opposite and switch to 96.7 itself? 96.5 would be the next adjacent down which is a translator also in the Ocean State along with WTIC-FM in Hartford. Not sure if it would meet requirments, but it's my inital thought.<P ID="signature">______________

One wonders if the FCC will look into the whole one owner per LPFM rules that he is violating clearly owning both frequencies? (Of course, if he sells 88.1, then it probably isn't a problem).

Also his moving the antenna to the fire station will correct the coordinates which are off on his license. Technically, if he moved the antenna, he'd be more compliant than where it is located now.

#1 if you know me, I have never been out to hurt anyone
#2 I have always been very careful reguarding FCC rules. I am involved with two non profit corporations which I had a hand in founding. The licensee for 88.1 WKIV is Southern Rhode Island Public Radio Broadcasting. The Licensee for 96.9 WBLQ-LP is The Washington County Chamber of Commerce.
#3 I have really busted my butt to get these licenses approved and extremely patient. If you really know me then you know the reason I leased 88.1 to EMF broadcasting is so I can continue to provide community radio to Southwestern Rhode Island while also doing something community positive with the 88.1 frequency.
#4 Now that WHBE has moved to 96.9, in the meantime the coverage area is small.
I may try to work the system, but I do it in accordance to the rules in black and white. Also as far as the coordinates go, I did my OWN topo map study while filing an amendment to the origional application in 2000 and the current antenna location is under 1000 feet away from the fire station...measure it if you don't believe me.
Furthermore, I did not want to get a user name and password and even post here but I constantly see postings from you here and on other sites. If I did what I wanted for me with the station, it would be Time Machine seven days a week. I only do that on Saturdays, I let people do on WBLQ what no other corporate station would never offer and at the same time, I am pounding the pavement just to pay the bills!!!! I have had a long week. On paper I am the chief engineer for The Washington County Chamber of Commerce and President of Southern Rhode Island Public Radio Broadcasting, Inc. which is completely legal. I will do what I have to to keep these stations on the air. I'm sure if you really wanted to do something you also would do what it takes, because you know the only other way for me to do this was to come up initially with millions of dollars. That's why I did it this way. I care. I believe in community radio. I know I'm not perfect and admittedly sloppy, but I do care. I provide the High School with their own radio show and built a studio for them, we do the games, I pay the bills, I'm not getting fat off the radio station, just food. TX Engineer, if you do not like something that I am doing, e-mail me or call me!!!

I was going to post a long response answering all your questions here, but I decided against it. I don't post on other forums, so I am unsure where else you've seen me, but I absolutley am not "out to get you"., and am finally glad you've responded to me here. I hate that it came to this but seeing that you haven't answered a single email I sent, I had to make a public point about it, and I figured you might read this here. But for what it is worth, I have emailed you in the past twice and got no response.

I'm one of Chris's best friends and it takes him weeks to return a phone call, never mind an e-mail.

Now, one way you can get him to call you back is if you ever do a shift for him and you don't play a jingle. The phone will ring off the hook until YOU answer it. With the first words "Why did nt you play a jinge after that song. Then you have his attention. It works for me. Although I don't go down there as much anymore. I show up maybe once every 6 months now.

W243AI is clear, along with WTIC-FM, and WHBE.
and I don't see any IF spacing problems.
In fact 96.7 is probably overall more noise free than 96.9

TRUST me when I tell you all...Chris knows what needs to be done and he will do whatever it takes because radio is not just a business to him, it is in his heart...I have faith in him that he will do what he needs to...
