Huh? What does this have to do with weather? I think you are confusing NOAA with FEMA?

The article mentions natural disasters, hurricanes & floods: "WBZ is the 13th station in the nation to work with FEMA to complete an all-hazards upgrade, which includes increased sheltering capabilities, expanded broadcast capacity, and sustainable power generation for all types of hazardous events." Which goes back to why you heard WBZ news on WHJJ.
