Stations' streamas are not fed from over the air signals, unless you're talking about tiny stations in the middle of nowhere. They are fed right from the automation, as they have separate ads from what you hear on the air.

WMBR at MIT feeds their stream from an air monitor. Being non-commercial, they don't have to worry about running any separate spots.
 
One would think with all the brains at MIT they wouldn't be doing it the crappiest way possible.

1. The clipped air signal isn't good to feed codecs that use heavy compression with. Lots of artifacts.
2. If the transmitter goes off, then so does your web stream.
3. Omnia AX/E software is cheap enough that it can run on a PC, process the audio and generate multiple streams at different bit rates.
