I heard WCRS-LP simulcasting on 98.3 while I was in the car in Gahanna on Saturday night. The only 98.3 signal I know of in the area is the translator licensed to Marble Cliff, but I have never seen any evidence that it has been built or activated. Can an LPFM be carried on a translator?

Yes you can broadcast a LPFM on a Translator, as long as the folks who own the translator also do not own the LPFM license. You can do about anything you want now days with a translator (rebroadcast an AM, HD-2 etc.) FCC seems to be allowing those later two also besides just rebroadcasting an Full Power FM or a LPFM
