I worked there in early 75-late 76. It was owned by Nick DiRienzo and a couple other local guys. I think it went dark in the late 80's because it had a terrible signal, among other things.
I'm a long way off (Texas, specifically), but in the past I've looked over the application history of the station. The "other things" you mention appeared to be mainly financial problems, since there were many requests for STA's or extensions for time to make changes, transfer of control applications and plenty of denials from the FCC. They were trying to get a better signal (4,400 watts day/840 critical hours and adding nighttime service with 500 watts) using separate day and night patterns. Even though it was termed a major environmental action the application was approved (in 1986) but from all indications the actual construction never really got that far along and WCRV was silent most of the time over the following years. At some point the call letters were changed to WSRR and it looks like it took until 1997 for the station to be officially pronounced dead.

I couldn't find anything about the station in Washington being part of that, and offhand it's doubtful it would have been an issue even if it had been upgraded. If I remember correctly, there were three stations that were involved in clearing the way for the WWRL upgrade: WERA 1590 Plainfield NJ, WQQW 1590 Waterbury CT and WLNG 1600 Sag Harbor NY.
