WCTO and WWYY Signal overlap

Does anyone feel that WCTO-FM and WWYY-FM being simulcast is redundant? They have a lot of signal overlap where WWYY's signal covers. Why not make WWYY another format like Spanish CHR? With Sister station WLEV having Spanish CHR in HD-4 why not move it to 107.1?

1) While the signals may over lap on paper or in car, WWYY provides building penetration in areas of Monroe County where WCTO does not and (at least last time I was in the area a few months ago) runs separate commercial logs.

2) Cumulus does not own the properties that are leasing the HD subchannels on WLEV to feed their translators in Reading and not even the Lehigh Valley. Unless the operators of those subschannels (one of which is a friend/client of mine) were too pay way much more than its viable to reach Stroudsburg, what would be in it for either party?
