WCTX-TV/DT Legal ID Changing?

Just before "WWE Smackdown!" started tonight on UPN, WCTX-TV/DT channel 59 of New Haven put up their station ID. It read "WCTX-TV/DT New Haven/Hartford" as usual. It also mentioned a low-power service on channel 28. Isn't that a translator in West Haven? If so, why the need for it in this age of high cable penetration?

It's not. It's the old W11BJ in Farmington, whos call sign is legally W28CT, but is still operating at 10 watts on channel 11 from the WTIC-TV tower.

I do not know if it is permamnent or not, but they do have a CP to move to 28 (hence W28CT) from Mt Tom.

Is channel 11 still broadcasting? I remember a few years ago they were a translator for WRDM-13 from Hartford but then they went off. So are they translating WCTX 59 now?

As a temporary feed from my understanding, yes.
