In the past 25 years, WCUB has NEVER made it into the Green Bay
ratings, either by cume or quarter hour.
WQTC-FM, owned by Seehafer Broadcasting often makes a showing
of 0.7 or 1.4 in the Sheboygan book...but that usually indicates one
listener got a survey diary.
WLKN-FM at Cleveland, which is in Manitowoc County, shows nicely
in the Sheboygan book, but never in Green Bay.
WLTU-FM has likewise (along with WOMT-AM and WTRW-AM, now WGBW) have
also not shown up in the Green Bay books.
In the BIA listing of FCC Geographic Market Definition for Green Bay, WI, only
WGBW and Woodward's WZOR, which is licensed to Mishicot but has a tower
at Denmark, WI is listed in the market. WGBW just got in on Sept. 23, 2008.
Likewise, you don't find WDOR in Sturgeon Bay or even WBDK in Algoma as part of the Green Bay market definition. I guess they are in unrated markets.
