WDVB-CD (Channel 23)

I used to be able to receive WDVB with no problem, but now I'm only able to get about 30% signal strength, which is not enough to be able to watch this station. Does anyone know if they turned down the power or something? I have no trouble viewing other lower power stations like WKOB and WASA.
