we need urban radio station

Portland lacks a significant percentage of ethnic minorities (other than latino) to support very many rhythmic stations let alone a true urban station. San Francisco (please don't call it Frisco) has much higher African-American, Asian and Latino percentages than Portland or Seattle.

Portland is lucky to have KXJM and KBMS.
 
Of course, since the main fans of hip hop are suburban teens and young adults, perhaps it's right on tha money for Portland! The huge influx of Hispanics to the NW doesn't hurt either.

The days of the Pacific Northwest being one dimensional are over man!

Actually, suburban teens and young adults (at least the Caucasian ones) are increasingly turning their backs on Hip Hop/Gangsta Rap, mainly because, I believe, of its relentlessly nihilistic song lyrics. I think I read that hip hop album sales dropped a whopping 32% in the first quarter of 2007.
 
At the moment it appears Hip Hop is still happening. Even on the current Top 40 "Pop" chart, take a look at the top 5:

1-STRONGER -KANYE WEST
2-THE WAY I ARE -TIMBALAND
3-WHO KNEW -PINK
4-APOLOGIZE -TIMBALAND
5-LOVESTONED -JUSTIN TIMBERLAKE

And, consider the winning youth/young adult stations in the area, Z-100/Portland is very rhythmic/hip-hop. Along with WiLD/San Francisco, KUBE/Seattle, KIIS/Los Angeles.

Of course things can change, but, today, hip hop is top 40.
