Weather Channel Audio Problems

Is anyone else having audio problems with The Weather Channel? Over the last two days here in San Diego on the Time Warner Cable system, the on air person will be talking about the weather in a normal voice and then they sound like they sucked in helium from a balloon. This lasts for anywhere from 10 to 30 seconds and then the voice goes back to normal.

Is it The Weather Channel or San Diego Time Warner's problem?
