Weather Radio?

So TV23 have a Digital Broadcast Tower built? Plus TV25 have a digital brodcast tower built as well? If so when will TV's/Digital to Analog Converter Boxes begin to pick up the stations?

Channel 23 has an app to flash cut to digital which means "turn off analog and turn on digital". I would think probally in 2009 when everyone else shuts off Analog if Channel 23's app is approved.
