Here's Alexa's ranking of AZ TV websites based upon their popularity (traffic and other site stats):

AzFamily.com and KPHO's websites rank the highest, with more traffic than AZCentral and almost 5 times the traffic on ABC-15's. 15 also ranks below the Tucson stations in popularity. Fox10's website has no traffic data (I assume they don't release it?) and doesn't appear in the top 10 AZ rankings.

I don't understand where you got your ranking you listed. How old is the data?

Alexa's popularity ranking of websites incorporates more data than just traffic. However even if you look at just to-date (as of 12/1/08) website traffic, I believe only 3TV and KPHO's sites are ranked within the top 100,000. For example, ABC15's site isn't even close:

Actually azfamily.com is in 2nd with 38,719 not KPHO.

The issue here is what URL you use to search.

With ABC15, you've got to search abc15.com, not knxv.com.

And with Fox10.. you've got to search MyFoxPhoenix.com, not Fox10.com.

Unless you use the main URL, you're looking at fragmented data.
