I visited Chicago a couple of weeks ago, and noticed how poorly WEEF's signal was. I assume they are still operating at reduced power from their temporary facilities. What is the delay in building out the new CP?

The delay is tied to the economy....No Money...POLNET has several projects going on in different markets some of which are LPTV...look for WEEF to upgrade early next year. :

Sorry to be so nosy, I've been able to get both of them on my car radio, weak, yet
listenable on the south side in the last year or so, as soon as I get away from 1390's
hash machine. I was never able to do that before.

WKTA is 1,250 watts WEEF is 250 watts

I was never able to pick these up in my area before.
I'm actually am surprised I can hear them at all with those power levels.
Of course the HD buzz from 1300, 1390, and 1690, mucks up most of the
upper end of the dial for me. I live within a couple of miles of all three.
