Weird phrase on WOGL's stream

While listening to the WOGL stream during commercial breaks, I frequently hear an announcer saying "Fill 60" with background music a couple of times. It totally freaks me out when the guy is repeating the same phrase! What does that "Fill 60" means?

At the time of the editing of this post, I hear an announcer saying "Fill 30", then "Fill 60". That's strange.<P ID="edit"><FONT class="small">Edited by TheTiger on 01/11/06 01:27 AM.</FONT></P>

I'm guessing it's for commercial or psa insertion.

I noticed it on the streamradio Yahoo! groups. You can listen to it at:

Spots are generally 30" or 60", so an appropriate length filler spot is needed since they can't stream certain commericals. But why have a voice say it? Just schedule the appropriate filler!
