WEPN delay

I have noticed that whenever WEPN carries national ESPN programming they do so with a delay. This happens even when they are broadcasting live play-by-play as they did last night with Sunday Night Baseball. I don't believe they are using IBOC so that's not an issue. Any ideas why they would do that? I understand that for local programs like Michael Kay they have to do this but for network programming other ESPN stations like the one in Atlantic City carry it all live.
 
Delay shouldn't matter much here. When I was at WFAN, we turned off the delay for games for the fans in the seats with radios. Network games aren't an issue since there is now so much TV delay it's impossible to sync radio to the TV picture.
 
WEPN couldn't use IBOC if they wanted to - too much "IBUZ" coming from KDKA and WBZ!
