I think the nearest the CIA you could have got to would have been the Mayor of Easton, Texas. Don Pierson headed up a consortium of Texas businessmen who founded Radio London. Radio London, or the Big L as it was known as, was modeled on KLIF (known as the Big K). Big L started the careers of many UK DJ's. John Peel started out on Radio London, as did Kenny Everett, arguably two of the most talented DJ's in UK radio history.
However it was the radio pirates that helped shape commercial radio in the UK to the way it is today.
