West Side Hills Transmitter Site

Looking at channel separation and distance, which sites would serve the Fresno area the best? There are 2 full power stations and 1 translator that currently can be received in Fresno, KBHH 95.3, KDKL 88.3 and translator K217EQ-FM 91.3. The translator looks to have a great location in that at only 10 watts, it can be heard in Fresno/Clovis. Could another full service station be built with the intention of servicing Fresno?
 
Thats probably true, I wonder if KJZN or any other valley floor station ever (re)consider moving to that location. Would a full service station, say on 100.7 or 104.5, be physically spaced far enough from others (being the sierras are almost 80 miles away)?
