WGCL local breaks over run network programming

I was watching an episode of "The Good Wife" I had saved on my DVR. Late in the episode, WGCL ran a promo promoting their 11 o'clock news, which ran over the alloted time provided for rejoining the network. By the time GCL rejoined, four sentences of script were wiped out and the scene made less sense. I was able to find the missing dialogue by watching the last few minutes of the same episode on the internet. Is this a frequent occurrence on CBS 46 or just a one time screw up?
 
I didn't see this incident, but it sounds like either the break was overscheduled, the promo should of been maybe a 20 sec, instead of a 30 sec, or their promo was late running and it ran over part of the program. No biggie, mistakes happen. No reason to cry over it.
