WGHC Clayton - Changing Frequencies Again?!?!

I'm sure there has been and is a method to this madness...but I'm really scratching my head as to why it's the desire to (again) for WGHC to change frequencies. First, they were on 1370, then 1400 which is the current assignment - I realize the first change was to allow for a new station in Mt Holly, NC. Now, an app has been filed to change to 830 which -- from what I can tell -- has no night service. My hunch is that this is a chess game which will benefit a nearby (frequency and geographically) co-owned station.
 
Theres a narrative in that app talking about 1400 losing the site in August, no other sites available, therefore they want a waiver to move WGHC to the WALH site, and continue to cover Clayton.

I noticed that the long standing App for WFGM (I may be wrong on those calls) to build a 50kW-DA-d 0.4kW Da-n in Sandy Springs is gone from the database. Did that CP finally expire?
 
I think Art Sutton has or is getting an FM translator for WGHC, so the loss of nighttime service may not be a big problem. A bigger signal would allow the translator to have greater coverage. I can't see any other stations this might help other than the 1400 at Waynesville or Elberton (which Art also owns).

Yeah, I jumped the gun a bit...I thought I'd looked over the app pretty thoroughly, but went back and discovered the explanation you referenced.
