I do a lot of business with Bank Of America. I have never considered my bank to be an agency of the government.
When the VOA airs an editorial, it's announced as "presenting the views of the United States Government" (or words to that effect). It may be a part of an "independent" agency, but my guess is those views come from someone in the White House or the State Department, if not the President himself.To foreign audience, the VOA is the voice of the US Government, not an autonomous and independent agency because in most nations, particularly the underdeveloped ones, there is no such thing as an "independent" government agency.
