What Does Mean?

Could also stand for Clowns & Diarrhea or Complete Disaster or.......

But in reality, Cease & Desist from what? Been a long time since radio stations played songs before their official release date [WMMS, anyone? Even though I think I lot of their stuff was 'fake' and just done to show how 'renegade' they were.] Maybe one station is doing something that may be similar enough to another station's thing that's going on. Only thing I could see getting a C&D might be one of the sports stations.
 
It would have been nice if the headline read "possible C&D coming to Cleveland". I'm not sure what C&D is either but at least that headline makes sense and cohesive.
 
Not sure if related to this, but a new ESPN sports station recently debuted in Cleveland, TN.
It would be low-down and dirty for Radio Insight to tease curious Ohio readers with a cryptic mention of a "C&D" coming to Cleveland, lock the story behind a paywall, take the $5 (or whatever the per-month cost is) from the readers who absolutely needed to know what was happening in the city on the lake .... and then for those readers to find that the story was from a small market in Tennessee.

I'm still curious what C&D means here, but I'm not in the business, nor am I in Ohio. So my fiver stays in my wallet and I'll accept never knowing the answer. I'll get over it.

Considering the only term defined here in this thread of having sense is cease & desist, what else could it be? There's trademark infringement that has or is about to debut in Cleveland.

Probably couldn't involve talent.....I don't think there's any left. Or "WMMF...Home of The Blizzard" or "Starz 98.1" or "92.3 The Fake Why Play Anything?" That'd frost somebody's flakes and get a C&D zinging their way. Sorta like when John Gorman did that "BOOM!" station only to find CBS had the trademark for BOOM for one or more of their stations. So presto, changeo, it became BLAM or BLAME or BOMB or FIZZLE.....something, I can't quite recall. Maybe it's something like that.
 
A station that will play both Country AND Disco??? Or maybe Classical AND Disco? ("Hooked On Classics" and "A Fifth of Beethoven" in heavy rotation).

Or two new DJ"s for the Cleveland area................................. Charlie & Duck not famous yet, but could be............... after all, lots of jocks got their start in Cleveland!
 
Given how entrenched the Cleveland market is, it's either one of the existing groups doing it for attention knowing it'll be immediately rebranded upon launch (or a possible decoy registration), or it's an operator new to the market that didn't do enough due diligence.
