All of their FM Moves (SLC, Phoenix, DC) were of existing AM Talkers over to FM (or simulcast in the case of SLC. I think creating a locally driven N/T station from the ground up is too expensive for Bonneville, especially considering the amount of cash they're paying for just the signal.
I would bet on a cheaper (music) format for 100.3, and I think what would make the most sense is Soft AC/ Easy Listening. Something like the old WSNI in Philly is what I'm thinking. Such a station is in an area of expertise for Bonneville (perhaps the area of expertise for Bonneville), and would be able to carve out a niche from KRTH, KOST, and KTWV (and KCBS-FM to a lesser extent) listeners. The demos would be north of 35, but I think with appropriate era bias (Roughly 15% 60s, 40% 70s, 35% 80s, and 10% 90s is about what I'm thinking), demos could be held under 55. The hole exists there more than any other non-spanish Music Format in LA, aside from taking on KROQ or KIIS (which are not at all likely from B-ville.) Such a format would also be much cheaper and easier to run than a News/Talker.
