What happened to the San Marcos 104-1 LPFM?

Crazy things happen with lots of LPFM boards. Power struggles are frequent when philosophies don't match up. Here's an example of one station: the original board of one LPFM evolved. Most of the original members either quit or were voted out when the board meetings became toxic. But the surviving board never filed with the FCC that more than 50% of the board members had changed. Once the ousted and frustrated former board members that were still on the construction permit figured this out, they retook the construction permit and built the station. The toxic members didn't have a leg to stand on.

In this case it may have been a simple reasoning that the station could not be built and after they turned in the CP, a donor came forward. I haven't read any statements they might have filed with the reinstatement request.

You can turn in your CP and have it reinstated up until the expiration date. The exception would be if another application that would prevent the LPFM from being build had been approved in the meantime.
