WBAW, one more time
Bullie Broadcasting of Hinesville (former owners of Hinesville's 104.7) have had a CP to change frequency to 99.3, upgrade to a class C-1, and change COL to Pembroke, Georgia, for several years.
They've been forced to wait on the move, until such time as another local service was established at Barnwell. When the original application was filed, it was claimed that Barnwell would continue to be served by WBAW-AM (740/1kw-D). Problem was, the AM had been sold to Clear Channel, for the sole purpose of taking it silent, in order to improve their 730-AM at Charleston.
Although the AM was long silent when Bullie filed their petition for rulemaking, it was still licensed. By the time the FCC got around to making a decision on Bullie's petition (and several counter-proposals), the license for the AM had been surrendered and cancelled.
Initially, the Commission granted Bullie's petition. A request for reconsideration was filed by one of the other petitioners, pointing out that the AM was long gone. The Commission still granted Bullie's request and subsequently granted a CP. The CP was stayed until such time as another local service was established at Barnwell.
Bullie had originally attempted to do this with what's called a "backfill" allocation. In this case, the backfill proposal was a 25kw FM on 99.1...the identical facility that was/is WBAW, but from a different tower/transmitter location. You see, this is where the FCC rules are screwy, and can be abused, because you cannot use logic and common sense.
This gets complicated, but basically, Bullie was getting a free pass to put a 100kw FM into Savannah through the back door. The regs were bent and stretched to the point of being ridiculous, because the 99.1 C-3 could still exist at Barnwell, but that existing station was used to leap-frog into a much bigger COL, with no competing applications allowed. You don't have to be a genius to figure that all this was done...in fact, the only reason Bullie bought WBAW-FM in the first place...to upgrade, move and quickly turn it over for a sizeable profit.
The 99.1/C-3 will likely return to Barnwell, although as a non-commercial allocation.
At this point, it appears that the move is finally going to happen, as a deal has been struck with the owner of WDOG/Allendale, to move his AM to Barnwell, which will allow the FM to hit the trail to Savannah. Look for TAMA to be the buyer, which will combine the "new" Pembroke station with WMZD/Rincon, and WSSJ-WSGA/Hinesville. I don't know what the selling price is, but the profit won't be nearly as much as it was thought to be.
According to my rough calculations/guesstimations, TAMA will have close to 15 million bucks (or more) invested into an already over-radioed Savannah. Two of these four stations will be start-ups, with the fourth (WSGA) having no saleable signal in Savannah. It'll be interesting to see how it goes.
