The FCC caved and granted the cross border permits.

"Caved?" How about they "didn't cave" in to the anti-Mexican US engineers and station operators who have tried for a few decades now to keep Mexican border stations from broadcasting in English. The fact is that the FCC failed to investigate the claims of XHBCE having moved its transmitter, boosted its height and power and operating in patent disregard to its license. Same with 1030, which is supposed to be directional, and has a single tower. The FCC just copped out, as Bob Gonsett says in his newsletter. The stations are in 100% violation of their Mexican licenses, yet the FCC will not move. As to being "anti-Mexican" that is a crock. The stations broadcasting in English have always been "owned" under the table by US broadcasters who have "licensed" the sales and programming rights to the Tijuana frequencies. Even Víctor Diaz Romo lived in the USA.

Hey Now Bob! I'm not going to disagree with your assessment about the FCC; however the fact the government agency didn't ask the Mexico counterpart what the transmitter site is going on .... The Hemet station may be able to change frequencies, if I remember right from Communicator's posting.Regardless, the owner of 105.7 and his trio of AM stations AND KURS is a head scratcher. I have called and written him and he doesn't respond to media queries. That's his right. More "water" to go under the bridge.

Changing frequencies and essentially letting Mexico have 105.7 because the station owner is violating agreements? Seems like a very bad precedent to set. How about granting the Hemet station special temporary authority to use 2MW ERP, with the main (and only) lobe pointed straight into Baja, as long as XHBCE violates agreements? The power that leaks into the nulls in the meantime should be more than enough to cover Hemet.And why *IS* 105.7 simulcasting XPRS? If they really are pointed west, it's trying to (illegally) put a main lobe into San Diego. XPRS is a 50kW AM station, and can be heard all the way to Fresno. There is nowhere that XHBCE covers that XPRS does not. What a waste of the signal, legal or not.

[/quote]XEPRS has a horrible, below 10 mv/m night signal in the Eastern part of SD county. They are using the FM to fill in the null areas.

Really? From what I saw in the reports filed with the FCC, it looked like the FM was (illegally) pointed WNW, which would put eastern SD county in one of its nulls too.
