What is exact the format of WPGC-FM?

I have been in the DC/Baltimore area recently for business, and had the opportunity to listen to the radio stations in the area. However, I'm puzzled at what is exactly the format of WPGC 95.5. I know that Mediabase and R&R have them listed as a rhythmic, but they sound like an urban contemporary station like sister station V-103 Atlanta. In addition, former BET Video Soul and the legendary urban personality, Donnie Simpson hosts the morning show and basically all of its on-air staff is black. Finally, it has a slow jams show that airs Sunday through Thursdays nights which I think strange for a station that supposes to be a rhythmic. I was just wondering if any of you guys know what is WPGC's format?
______________

Its probably Both. Sounds Like KMEL in San franciso. Robert Moore can probably clear this up better than I can, but it isnt unusual for a Rhythmic to sound like an Urban. While some Urbans, like Radio ones HOT 96 whhh Indianpolis, and 103.5 THE BEAT in Miami, are urbans that sound like Rhythmics. Playlists are going to be close, but the Personalities, Imaging make the difference to me. Also, Slow Jamz, and Gospal on Sundays really makes a station sound more urban

Well WPGC's imaging says that they're "DC's #1, Blazin' At Least 18 Jamz in a Row". So their imaging doesn't say anything about hip hop or R&B, but many of my colleagues in the area says that their direct competition is 93.9 WKYS, which is an urban owned by Radio One.

Side Note: WHHH Indianapolis does label themselves as a rhythmic, and I agree on 103.5 the Beat Miami they should be labelled as a rhythmic because they don't sound like an urban.
______________

Technically, WPGC-FM is a R&B/Hip-Hop outlet. But when Infinity sells the format to advertisers and event/concert organizers, its usually billed as Rhythmic Top40 because they never aknowledged it to be a R&B/Hip-Hop outlet, since they also target outside the African-American community. Same practice applies to sister stations WZMX/Hartford and WMBX/West Palm Beach.

However, because their music and presentation is heavily focused on mostly hit driven R&B/Hip-Hop product and programming it as if it was a Rhythmic, this may explain why their criteria has them reporting to Billboard Radio Monitor as a Mainstream R&B/Hip-Hop reporter and to R&R and Mediabase as CHR/Rhythmic reporters.

Well, that does explains all of things about WPGC and their music selection. However, I am still confused by why would they report theirself as a rhythmic when typically their playlist is identical to sister station WVEE, "V-103", which is a longtime heritage urban in the Atlanta market. I guess in a day in and time where format reporting can be as gray with stations like "Hot 97" and "106 KMEL", I guess deception is the way to get revenue.
______________
