It's a fine for not complying with the closed caption requirements... I think. Reading FCC prose is always dangerous!
 
Yes. This is related to last year's Cedar fires. Uncle Charlie decided that the realtime Closed Caption provided by some TV stations was deficient or missing. Somebody else got one of these as well (KUSI? I can't remember).
