What is WINR-FM?

I was scrolling through the smooth jazz stations on radioandrecords.com, and saw WINR-FM 101.1 Mason, Ohio. I went to its website, and it didn't look like a real radio station site, but it did have what appeared to be a log of what they played, and when, including IDs.

Can someone smarter than me, tell me what this is?
 
Looks like an Internet-only station. From their site:

There are only a few serious independent Internet radio stations. And we're leaders. We march to our own drummer.

Not sure what they use 101.1 for, because that space belongs to Radio One in this market. It certainly doesn't look like they have a terrestrial signal. Looking on the web, WINR-FM was a station in the 50's in New York, probably a counterpart to the still-in-existence WINR-AM.
