what is with Channels 55 and 61?

I happened to watch 61 last night and their signal was wierd. It was almost as if I was watching something delivered via the Internet. 55 simply had a picture that said they were having trouble. The audio was identical to 61. ???
 
61 might have been streaming via DS1 or T1 circuit. Maybe a backup. I know we've considered a T1 "the world is ending" circuit just in case the back up failed.
 
They're picking up channel 27 from L.A. Looks like no one is watching the ship in Rochelle.
