What is with these news stunts? I thought sweeps was no more!

I thought they replaced the whole local sweeps thing so they constantly montitor ratings or something.
So what is with these stupid sweeps stunts on the news?
The worst of them so far was last Monday on KYW with the mother-son incest team that is going to have a baby together.
Where do they get this crap?
