What is wrong with 99.9's transmitter?

The signal keeps bouncing the audio from right to center, then back to right again. There is a pattern to it, and last time I heard another station doing this, that other station's transmitter was also toggling to mono for a second during the weird stereo effect.
KEDA's transmitter on 99.9 isn't toggling to mono though, it's just bouncing the audio from the right channel to center and back again. It's as if someone is playing with the balance on the soundboard constantly.
Oh yeah and they still need to turn the overdriven sound down, , and get in complyance with the FCC. Someone apparently filed a petition to deny against 99.9, and you can click the link I gave for more info.

LOL to me, the audio quality on a station is a big part of what makes it good or bad. Nobody wants to listen to bad, overdriven audio that bounces to the right speaker all the time do they?
