What tv show captured the flavor of its city best?

Not a chance. This W-B native knows that the only time NY or Hollywood brings up the name of Scranton is to poke fun at the city. Per NY/Hollywood, Scranton = Podunk. No such thing as bad publicity? Not in my book.

OTOH, some Scrantonians are peeved that the airport is called Wilkes-Barre/Scranton International Airport.

I think W-B has the greater claim to top billing on the local airport. Per the official PennDOT map, it's almost entirely in W-B's county (Luzerne) while the northeast tip of the main runway is in Scranton's county (Lackawanna).

Sorry, I still call it the Scranton Airport, and I no longer live in Scranton. Drop W-B all together! :p ;D But, my main problem with it, there is cemeteries on both ends of the runway (which The Office hasn't referenced too...yet.)
 
Scranton was known for something else, way back: Location of the East Coast pressing plant of Capitol Records (especially at the height of Beach Boy- and Beatlemania). That seems to have escaped the creative staff of The Office.
 
Mary Tyler Moore did a great job of capturing the Minneapolis "feel", especially starting with that classic opening sequence.
Family Ties could have done a better job portraying Columbus, but at least the cast were shown wearing Buckeyes, OU & Cincinnati sports team apparel & once they spoke of traveling up to "Cedar Point" for a vacation.
One that went overboard I think was the Drew Carey show ::). EVERY episode he/they either had on Browns, Indians R & R Hall of Fame or Cavs clothes & they really gave an overdose of Cleveland. There's a difference between pride for your hometown & taking it too far for the viewer. Would have been better if they'd at least wore some WMMS, WNCX or "The End" t-shirts that were set in that era.
Home Improvement did a nice job of making the suburban Detroit come to life. Clothes, "rough & tough around the edges Motor City attitude" the cast had, also making mention of surrounding towns, all the way down to the license plates. They sported some nice Michigan sports gear too, but didn't take it overboard like Drew Carey.

There was one thing on the show that not many people outside of Cleveland would have gotten...I saw Drew wearing a Ghoulardi shirt once.

Nearly everyone I've known from Cleveland has been that kind of a hometown booster. Only New Yorkers are more obnoxious in promoting their city, in my experience. So I guess you could say that the Cleveland overdose is just another way the show captures the flavor of the city.
